Non-Financial Performance Disclosure and Reporting

企業永續發展協會是台灣唯一與國際同步推動非財務績效資訊揭露及報告書的組織，我們的工作也 成為世界企業永續發展協會(WBCSD)『擔當與報告書』(Accountability and Reporting)工作小組的重要基 礎之ㄧ。

此外，我們也參與『全球永續性報告協會』(GRI)的論壇與諮商，每年並與 GRI 在台舉辦「台灣企 業永續發展報告書論壇」。

2002年，我們協助台灣5 家企業的環境績效資訊，納入世界銀行/國際金融公司(IFC)在世界永續發 展高峰會發表的「發展中的價值」(Developing Value)專書中。2004年我們應邀參與IFC「社會與環境永 續性政策及績效標準亞洲諮商會」。

2002年，本會應邀在「Sustainable Business Investor - Worldwide」發表專文。

2004年，本會結合13家企業的42 個善盡企業社會責任案例專書「從社會關懷到企業雄心」，在英 國「社區事業協會」(BITC)的全球聯盟會議上發表。

2005年，本會協助亞洲可持續發展投資協會(ASrIA)及國際金融業『碳揭露專案』，確認國內幾家大 企業的碳風險資訊揭露窗口。

2005年8月，本會獨家中譯的「溫室氣體盤查議定書 – 企業會計與報告標準」，將在WBCSD與世 界資源研究院的GHG Protocol網站上，對全球發布。

在商業周刊公佈的全球 1000 大企業中，台灣在所有入選家數的國家排名上，居世界第九位。可是 台灣企業在報告書的發展上，仍然是停滯不前。

GRI

報告書綱領及報告書 最新資訊

目前已有超過680家跨國企業或組織使用GRI的綱領來製作報告書，第3代修正版的永續性報

告書綱領，預計在2006年10月正式對全球發佈。

根據GRI在2005年7月15日發佈的消息，Alcan、BP、福特汽車、GM、微軟、Shell和加拿

大皇家銀行等財星1000大中的領先企業，已承諾出資支持GRI進行第3代綱領的修訂(稱為G3專

案)，G3專案將耗資9百萬歐元，目標在提高對於使用者的親和性、改善指標，以及更適用於金融

業。

位於紐約的投資人關係公司andBEYOND，在1999年到2004年間，從大公司年報CEOs給股東的

信中，分析了企業執行長如何向外界描述企業社會責任。最新的調查結果，已於日前公佈。

andBEYOND董事長L.J. Rittenhouse 表示：「我們在每年針對S&P500企業的100家所做的企業調

查，發現2004年企業社會責任報告有最顯著的增加，從2003年的28%提高至2004年的42%。」

此外，研究人員發現CEOs報告與1999年相較，顯著的差異有：

9 有報告參與慈善、社區與志願服務活動的CEOs，增加了125%。

9 描述其公司為企業或全球公民的CEOs，增加了800%。

9 報告該公司如何測量其企業社會責任行動之績效的CEOs，增加了600%。

報告中 CEOs 論及特定社會責任的次數，增加了 300%，所包括的議題如衛生、人權、飢餓、貧富

差距和教育等。在過去六年中，只有六家企業每年都會就其企業社會責任提出報告，包括 Cisco、

DuPont、Ford、Pfizer、Novartis和Home Depot。相反的，過去六年中有25%受調查的公司，ㄧ致

性地地省略這方面的論述。

任報告最突出的典範。Rittenhouse認為，這些調查發現將鼓勵人們期望CEOs「起而行」，以一種更

有意義的方式回饋給投資人與社會。

143 家管理之資產高達 20 兆美元的大型機構投資人，已於日前對全球市值前 500 大企業發出信函，

要求揭露其與溫室氣體相關的投資資訊。這項名為碳揭露的專案今年已是第 3 次進行調查(網址：

http://www.cdproject.net/letter.asp)。許多的證據顯示，人類所引起的氣候變遷加速惡化，已使得在全

球投資時，氣候變遷對於投資價值有意義的商業風險與商機，愈來愈明顯。例如氣候型態的變化、

政治與法規面對於巨額排放戶的壓力、對於排放敏銳之科技的發展、新產品與服務、和因為公司對

於氣候變遷的立場而產生的消費者觀感之轉變等，這些都是投資人有必要去改善其對於氣候變遷風

險與機會之掌握的重要因素。目前企業提供的數據，不是沒有就是品質不良，或是可比較性不佳。

碳揭露計畫的目標是鼓勵發展出一套排放量測的共同方法，並促使碳風險納入一般的投資分析中。

收到要求揭露的企業有 4 個月的時間來準備與回覆，所有回覆的數據將由Innovest Strategic Value

Advisors進行分析，預計在 2005年9 月在網路上公開所有揭露的數據與分析結果，網址為：

根據 KPMG每 3年進行一次的調查顯示，財星世界 250 大企業中，單獨發行永續性報告書的 企業有129家，佔 52%，較2002年的112家(45%)為高。KPMG同時也針對其有分公司營運的16

個國家之 100大共 1600 家企業，進行同樣的調查，這些國家包括澳洲、比利時、加拿大、丹麥、

芬蘭、法、德、義大利、日本、荷蘭、挪威、南非、西班牙、瑞典、英和美國。16 個國家的 100

大調查顯示，2005 年共有 525家(33%)發行了單行本的企業責任報告書，較 2002 年的 23%高出許

多。若是在2005年報中包括了企業責任資訊揭露，財星250大共有161家(64%)，而16個國家100

大則有658家(41%)。

報告的內容則明顯從2002年的環境、衛生與安全(EHS)報告書，轉變成涵蓋社會、經濟與環境

的永續性報告書。2002年75%的報告公司發行EHS報告書，14%為永續性報告書，但2005年則是

68%為永續性報告書，14%為EHS報告書。40%的報告公司採用GRI報告綱領。74%的受訪者表示

其企業責任行為係受到經濟因素所驅動，而53%則表示係受到倫理的考量所驅動。

金融業發行企業責任報告書的企業，較2002年成長了138%。報告書在過去3年成長最快的是

南非，應該是拜所有上市公司採用King Code of Corporate Governance以及南非證交所SRI指數之

賜。不過挪威及瑞典的報告數卻有小幅降低，原因仍不明。儘管全球發行企業責任報告書的公司ㄧ

等部分，都還有待改進。

由德國Ecological Economy Research(網站：http://www.ioew.de/english/index2.html)和future e.V.共同資助

進行的(http://www.future-ev.de/)，已於日前出爐，報告的名稱為Sustainability Reporting in Germany:

Summary of the Results and Trends of the 2005 Ranking

(http://www.ranking-nachhaltigkeitsberichte.de/index_e.html)。這項評等共評比 100 大德國工業與服務業，

及 50 大零售業、銀行和保險公司等共計 150 家企業。共有 53 家企業出版單行本的永續性報告書。

依據 13 個主要準則和 48 項次要準則，前 10 名包括了Henkel，愛迪達、Volkswagen、BMW和德意志

電信公司等。化學公司Henkel在報告書要求事項，為表現最好的公司，也是整體排名第一的企業。

不過分析師也表示，報告書中提供的環境面的資訊仍遠多於社會面的議題。以產業別來分，德國汽

車製造業在報告書上的表現最好。受調查的德國企業中仍有 28%未披露任何有關公司在環境與社會

面的績效資訊，分析師對於德國股市中不重視永續性報告書的現象，也給予許多批評。

日本環境省日前公佈自 1991 年以來，每年定期舉行的企業環保活動調查結果，最新調查的問

卷寄發給日本 6,354家上市公司，有效回覆 2,795家企業。60%回覆者有訂定環境目標，較上年度

高3%，有完整環保活動方案者佔65.7%，較上年度高5%。揭露方面，39.7%表示已公開環境資訊，

較上年度上升3.8%。回覆之企業在2003年度共有743家發行環境報告書，另有238家打算在2005

年會計年度發行環境報告書。65.5%的企業認為需要環境績效評等系統，以讓社會公斷企業的環保

活動。結果也顯示，愈來愈多的日本企業開發與環境相關的商機，同時積極推動防止氣候變遷惡化

的工作。

企業永續發展協會係由國內超過十種產業的大型企業所組成的非營利性企業組織，成立於1997

會員企業認知到追求經濟成長與環境保護兼顧的重要性與國際趨勢，不僅自身積極落實持

續改善環境績效的目標，並支持本會達成結合企業力量，提倡及推動環境保護及資源管理之理

念與方法，以邁向企業永續發展並提高國人生活品質之宗旨。協會成立的目標，希望能成為我

國在企業永續發展的領域扮領先的角色與有力的企業喉舌，不僅督促政府制度健全的政策，協

助會員引進及建立更先進的環境管理工具及最佳實務措施，及早因應國際趨以提高綠色競爭

力，並能對整體社會孕育出有利於企業永續發展的環境，產生實質的影響力。

目前本會為我國唯一積極參與國際社會永續發展活動之民間企業組織，成立後加入世界企

業永續發展協會(World Business Council for Sustainable Development，簡稱WBCSD)的全球聯盟

組織，成為會員與國際社會相關企業組織間之橋樑。

目前本會所推動的工作，主要包括：企業永續發展策略之探討與相關管理工具之引進；生

態效益的推廣與生態效益指標之發展與應用；經營管理與科技創新、商機與競爭力提昇、和企

業成功推動永續發展之實務案例蒐集與推廣；溫室效應氣體排放減量之彈性機制的追蹤與參

與；金融業與永續發展之關聯性的全球發展追蹤；全球貿易與環境的發展趨勢；掌握企業社會

責任議題之國際發展動態等。
